Preamble

The Interministerial Directorate for Digital Affairs (DINUM, hereinafter referred to as the "Organizer") is organizing the GenAI Hackathon for Public Good (hereinafter referred to as the "Hackathon").

As part of this Hackathon, the Albert API will be made available to participants.

1. Organization of the Hackathon

The Hackathon will take place in several stages:

  1. Registration for the Hackathon must be completed through the official Hackathon platform provided by DINUM. Registration is subject to availability and validation by the Organizer.
  2. Selection of a theme and acceptance of these rules will be required as part of the registration process.
  3. A webinar will be held on January 31, 2025, at 11:00 AM (CET) to present the objectives, the Albert API, and the Hackathon themes.
  4. Hackathon Event: The Hackathon will take place on February 5 and 6, 2025, at the Hôtel de Rothelin-Charolais, Ministry of Public Action, Civil Service, and Simplification, located at 101 Rue de Grenelle, 75007 Paris:

Teams participating in the Hackathon will present the results of their work to all Participants. Presentations will last a maximum of 6 minutes per project, subject to adjustments depending on the number of projects developed, as specified during the event.

2. Objectives of the Hackathon

The Hackathon seeks to promote artificial intelligence solutions applied to public services by leveraging advanced tools to address public interest challenges and foster citizen engagement.

Its specific objectives are as follows:

  1. Propose tangible solutions to improve the efficiency, accessibility, and sustainability of public services.
  2. Encourage open and collaborative practices to ensure transparency, reusability, and scalability of the proposed solutions.
  3. Foster cross-sector collaboration between experts, private sector partners, and civil society actors.
  4. Develop impactful prototypes and concepts in alignment with ethical AI principles and sustainable development goals.

Projects will be evaluated in the following steps:

  1. Pre-selection by mentors: Mentors will analyze all projects and shortlist the most promising ones.
  2. Final evaluation: Shortlisted teams will present their projects before the jury. Winners will be selected based on the following criteria:

Winning teams will be awarded:

· Special recognition during the AI for Action Summit, scheduled for February 10–11, 2025.

· Dedicated support: The grand prize and category winners will receive assistance to further develop their projects. The specific nature of the prizes will be disclosed during the Hackathon.

4. Conditions of Participation

Participation in the Hackathon is open to any individual (developer, designer, or domain expert) whose registration has been validated, hereinafter referred to as the "Participant," acting either as an individual or as a representative of a legal entity.

Participation is contingent upon the unconditional acceptance of all clauses contained in these rules. Participation may be individual or as part of a team (comprising 2 to 6 members). Teams are free to organize themselves as they see fit.

Each team may submit only one project.

Participants are responsible for their own development tools; the Organizers will only provide access to the Albert API.

6. Processing of Participants Personal Data

The processing of personal data required for the organization of the Hackathon and related communications is governed by the General Data Protection Regulation (GDPR).

The personal data of the Participants are processed by the Organizers, who are responsible for this processing, solely for the purpose of organizing the Hackathon and its follow-up, within the framework of the public interest mission of DINUM pursuant to Article 6, paragraph 6 of Decree No. 2019-1088.

Personal data of Participants is processed by the Organizers, acting as data controllers, solely for the purposes of organizing and managing the Hackathon. These data, along with records of Participants' actions, will be retained for a maximum of one year following the conclusion of the Hackathon. The DINUM will maintain an updated register of these processing activities.

Participants are entitled to exercise their GDPR rights, including access to and rectification of their personal data, by contacting the Data Protection Officer (DPO) of the Prime Minister's Office:

In case of reasonable doubt, proof of identity may be requested to exercise your rights.

7. Intellectual and Industrial Property Rights

Participants may not claim intellectual or industrial property rights over the data provided during the Hackathon or over the works they produce, where such claims would limit the reuse of these works by the Organizers or third parties.

Works, including source code, developed by Participants must be deposited in a public repository provided by the Organizers. These works will be published in accordance with the provisions of Book III of the French Code of Relations between the Public and the Administration.

Participants expressly and gratuitously authorize the Organizers to publish, communicate, exhibit, and disclose their projects orally, graphically, or in writing as part of the Hackathon.

8. Image Rights

During the registration process, Participants will be asked to grant or deny the use of their image rights. This authorization, if granted, will permit the Organizers to use and distribute Participants’ likeness and voice, free of charge, for the promotion of the Hackathon across all communication channels. It will remain valid for one year.

If a Participant denies image rights, the Organizers will take appropriate technical measures to ensure the Participant's likeness is not publicly disseminated.

9. Acceptance of the Rules

Participation in the Hackathon constitutes full and unconditional acceptance of these rules and any subsequent amendments.

The Organizers reserve the right to modify these rules at any time via an addendum published online on the ALLiaNCE incubator website. Participants who refuse any amendments will not be permitted to continue participating in the Hackathon.

10. General Obligations

Participants agree to abide by these rules, safety regulations, and respect for other Participants, as well as for the premises and equipment made available to them. Participants are solely responsible for the content of their projects developed during the Hackathon.

Participants must take all necessary measures to protect their data and/or software stored on their equipment. The Organizers disclaim all liability for any damage incurred.

The Organizers reserve the right to exclude any Participant who fails to comply with these obligations or whose behavior disrupts the event.

11. Liability and Dispute Resolution

In cases of force majeure or similar events, the Organizers reserve the right to postpone, shorten, extend, modify, or cancel the Hackathon without incurring liability. Participants waive any claims or demands for compensation in this regard.

These rules are governed by French law. Any disputes arising in connection with this Hackathon that cannot be resolved amicably will be submitted to the competent courts of Paris.
